It can drop from any boss in timewalking dungeons during the WoW time walking events. Buying the Reins of the Infinite Timereaver will allow your character to be carried into the multiple time walking dungeons to get this unique WoW mount.
How long does it take to get 5000 Timewarped badges?
To get up to 5000 Badges you need to run 50 Dungeons which will take approx. 29 h game time.
How rare is the Timewalking mount?
I imagine the drop rate for this mount is around 0.1% from ANY time-walking boss which means that you should see someone get this mount 1 in every 55 dungeons.
How do you get infinite Timereaver?
Reins of the Infinite Timereaver have a small chance to drop from every single boss of the 3 TW dungeons event (BC, LK and Cata). Its a personal loot, and if you forget to get the loot or lost somehow, it will appears in mail box. You can pass the mount to the others in your group in case you already have it.
How do you get mounts in timewalking Dungeons?
In Timewalking dungeons your level and gear are scaled down to the levels of the NPCs, and defeated bosses award a special currency – Timewarped Badges – which are used to purchase mounts and other special items. A bonus 500 Timewarped Badges may be earned each month by handing in a quest item which drops at the end of your first dungeon.

What happens at the end of the timewalking event?
These dungeons reward you with gear that will scale back up once the dungeon is over, as well as with Timewarped Badges, which can be exchanged for more gear, collectibles and other goodies at the appropiate vendor for each event.
